The 26th District Representative outlines a blueprint for the Mighty Seventh

Bro. James M. Reed IV unveils the four-pillar agenda guiding the district through 2026 — excellence, transition, impact, and forward leadership.

In his first formal address to the District Council, Bro. James M. Reed IV laid out The Path Forward — a four-pillar framework anchoring his administration through the 2026–27 fiscal year.

The pillars: Excellence in operations and member experience; Transition to digital-first systems and modern governance; Impact on community service across Alabama, Florida, Georgia, and Mississippi; and Forward Leadership — a deliberate investment in the next generation of district officers.

"The Mighty Seventh has carried this fraternity's standard for nearly a century," Bro. Reed said. "Our charge is to leave it stronger than we found it."

Trailblazing service: The Brigadier General Charles Young Exhibit

The Phi Rho Chapter of Omega Psi Phi, Inc. proudly presents the Brigadier General Charles Young Exhibit, now open at the African American Military History Museum in Hattiesburg, Mississippi — honoring one of the most distinguished figures in U.S. military history and the fraternity's second honorary member.

Who was Charles Young?

Born in 1864 into slavery in Kentucky, Charles Young's life is a story of perseverance, leadership, and trailblazing service. After his father escaped to Ohio and the family was freed following the Civil War, Young pursued education with determination. In 1889, he became the third African American to graduate from the United States Military Academy at West Point.

Young's military career spanned many roles. He served with the Buffalo Soldiers (9th and 10th Cavalry), took on duties as professor of Military Science at Wilberforce University, served as a national park superintendent (Sequoia & General Grant National Parks), and acted as military attaché to Haiti, the Dominican Republic, and Liberia. He also led troops during expeditions such as the Punitive Expedition into Mexico. Throughout, he fought discrimination and worked to demonstrate the excellence and capability of African American soldiers under difficult conditions.

Although he achieved the rank of Colonel in his lifetime, Charles Young was posthumously promoted to Brigadier General — a recognition of his service, sacrifice, and the barriers he broke.

His importance to Omega Psi Phi

Omega Psi Phi has long commemorated and celebrated Bro. Charles Young as one of its great honorary members. In 1912, Young was selected as the second honorary member of the fraternity. His selection was more than symbolic — it represented a recognition by Omega Psi Phi of the ideals of Manhood, Scholarship, Perseverance, and Uplift that Young embodied through his life and work.

Within the fraternity, Young is remembered annually through memorial services held on or around his birthday, March 12, as Omega brothers across districts reflect on his legacy and draw inspiration from his example. These services emphasize not only his military accomplishments but also his academic and civic contributions.

About the exhibit

The Charles Young Exhibit showcases artifacts, photographs, narratives, and multimedia that trace the arc of his life — from his early years in slavery, through West Point, military service, diplomatic postings, and the challenges he faced because of his race. The exhibit serves both as historical documentation and as an educational resource — illuminating how one man's character and excellence helped reshape opportunities for those who followed.

It also emphasizes his posthumous promotion to Brigadier General, reminding visitors that sometimes recognition comes later — but that contributions remain eternally significant.

A call to Omega chapters & the community

Phi Rho Chapter of Omega Psi Phi, Inc. invites all visiting chapters, as well as community members, students, schools, veterans, and families, to come see this exhibit while it is available. Whether you're an Omega brother or a friend of history, this is an opportunity to reflect on the ideals Omega stands for — and to see them in the life of one of its most honored honorary members.

Tours can be arranged for groups, schools, chapters, or individuals seeking a guided experience. The exhibit is a powerful tool for understanding leadership, equality, and service — values that are deeply woven into Omega Psi Phi's mission and history.

Omega Lamplighters make history: Youth program founded by Omega brother sets GUINNESS WORLD RECORDS™ title

The Mighty Light Team returns to Tallahassee as GUINNESS WORLD RECORDS™ holders after a record-setting performance at the inaugural Step Afrika! Step Classic in Washington, D.C.

By Bro. Royle King II · Founder, Omega Lamplighters, Inc.

The Omega Lamplighters, Inc. — a youth leadership program founded by Omega Psi Phi Fraternity, Inc. brother Royle King II — has officially earned its place in history. The organization's high school step team, known as the Mighty Light Team, returned to Tallahassee as GUINNESS WORLD RECORDS™ holders, following their successful attempt for the Largest Stepping Dance ever recorded.

On February 15, 2025, fifteen Omega Lamplighters joined 268 steppers from across the nation to perform a five-minute and fifty-two-second nonstop stepping routine inside Washington, D.C.'s historic Warner Theatre. The event was the centerpiece of the inaugural Step Afrika! Step Classic, a three-day celebration of stepping, culture, and community.

For the Lamplighters — representing Leon County Schools and the Tallahassee community — the achievement was life-changing.

“It hasn't set in that I am a GUINNESS WORLD RECORDS™ holder. This is my first time doing anything this big with step. I'm still taking it all in.” — Darius Jones II, Senior at Rickards High School and President of the Omega Lamplighters

A legacy rooted in Black excellence

The Step Classic was intentionally designed to honor the rich legacy of stepping as both an artform and a cultural tradition deeply connected to HBCUs, African American fraternities and sororities, and the spirit of unity within the Divine Nine.

Founded in 1994, Step Afrika! is the world's leading authority on stepping, touring more than 60 countries and ranking among America's top African American dance companies. Its founder, C. Brian Williams, affirmed the significance of the moment:

“This moment is bigger than just breaking a record — it's about honoring a tradition that has been at the heart of Black college life and culture for generations.”

The Omega Lamplighters stood among eight elite teams selected nationwide to participate, chosen through a competitive national search.

A journey of leadership and cultural immersion

The Lamplighters' trip to Washington, D.C. was a leadership intensive woven with history, brotherhood, and cultural enrichment. During the weekend, the youth visited:

  • The National Museum of African American History and Culture
  • The Dr. Martin Luther King, Jr. Memorial
  • The Washington Monument and Lincoln Memorial
  • Ben's Chili Bowl, a Black-owned landmark
  • The National Mall and National Building Museum

Throughout the trip, the team proudly wore City of Tallahassee Proud shirts, representing their hometown on a national stage. Freshman Lamplighter Daron James expressed the weight of the moment:

“My experience in D.C. was fun, but the best part was setting the world record. As Lamplighters, we learn Leadership, Academics, Maturity, and Perseverance. This was a business trip, not just for fun.”

Recognized at home, celebrated nationwide

On February 25, the Leon County School Board honored the Mighty Light Team during its Superintendent Spotlight. Their professionalism, discipline, and spirit drew praise from Step Afrika! leadership as well.

“The Omega Lamplighters Mighty Light Team are the epitome of professionalism and class. Each participating stepper, coach, and chaperone were top tier.” — C. Brian Williams, founder of Step Afrika!

The celebration continues as Step Afrika!'s 30th-anniversary tour heads to Strathmore in June — while the Omega Lamplighters prepare for their own major event: March Madness III, their annual step show on the campus of Florida A&M University.

A program built on the principles of Omega Psi Phi

Brother Royle King II founded the Omega Lamplighters in Tallahassee to uplift young men through mentorship, scholarship, discipline, service, and leadership — mirroring the Four Cardinal Principles of Omega Psi Phi: Manhood, Scholarship, Perseverance, and Uplift.

Today, the organization has grown into a nationally recognized program empowering middle and high school boys to pursue excellence while embracing the cultural traditions of Black fraternity life — especially the art of stepping.

Setting a GUINNESS WORLD RECORDS™ title is not only a historic achievement but a vivid demonstration of what intentional mentoring, cultural pride, and disciplined youth development can produce. The Lamplighters have not just made history — they have embodied the Omega spirit.

A legacy carried forward.

From four founders at Howard University in 1911 to 151 active chapters and more than 7,200 financial brothers across the four states of the Mighty Seventh today — Omega Psi Phi's history is a continuous act of building.

Fraternity History

Born of friendship. Built for the ages.

On the evening of Friday, November 17, 1911, three Howard University undergraduates met with their faculty adviser in the office of biology Professor Ernest E. Just — inside Science Hall, today known as Thirkield Hall — and laid the foundation of a fraternity that would shape generations of Black leadership across America.

The three liberal arts students — Edgar A. Love, Oscar J. Cooper, and Frank Coleman — together with Dr. Ernest Everett Just chose a Greek phrase meaning "friendship is essential to the soul" as both the name and the motto of the new fraternity. They adopted four cardinal principles to guide every brother who would follow: manhood, scholarship, perseverance, and uplift. Before the meeting ended, the pin and emblem were designed — and Omega Psi Phi, the first Greek-letter fraternity founded at a historically Black college or university, was born.

The origin of the Districts

In 1922, Grand Basileus J. Alston Atkins divided Omega Psi Phi into five regions, the first formal districts of the Fraternity. The following year, Brother Daniel B. Taylor was appointed as the first Southern District Representative, and by 1924 he was elevated to Grand Keeper of Seal at the eleventh Grand Conclave.

In 1927, 12th Grand Basileus McClain appointed numbered districts. At the sixteenth Grand Conclave, Brothers Leonard Emmet Drewry (Talladega, Alabama) and Clinton Elsworth Warner (Atlanta, Georgia) served the southern district. By June 1928, the number of districts had grown to seven, and past 8th Grand Basileus Harold H. Thomas — first elected in 1921 — was appointed the first Seventh District Representative.

At the time, seventeen chapters in Georgia, Florida, and Alabama comprised the new 7th District. Thomas served through December 1935, when the 23rd Grand Conclave brought new leadership.

Dubbed the "Mighty Seventh," the district has grown steadily since 1928 — from three states and seventeen chapters to four states, 151 active chapters, and more than 7,200 financial members today.

The first elected Representative and the first regional meeting

In 1935, 15th Grand Basileus William E. Baugh appointed Brother Marcellus R. Austell as the 7th District Representative. On April 24, 1936, the Seventh District held its first regional meeting on the campus of Fort Valley State University in Fort Valley, Georgia, where Brother Austell was formally elected District Representative.

Seventeen chapters were present — Psi, Beta Psi, Gamma Psi, Upsilon Psi, Eta Omega, Iota Omega, Chi Omega, Psi Omega, Alpha Psi, Theta Phi, Lambda Phi, Mu Phi, Sigma Phi, Alpha Sigma, Gamma Sigma, Omicron, and Tau — with Tau targeted for reactivation by year's end. Because five of those chapters were concentrated around Atlanta, brothers established the Atlanta Omega Chapter Council to coordinate their joint work. That coordinating body became the forerunner of the state organizations that followed.

State organizations take root

Florida organized its state body in 1974, followed by Alabama in 1977, Georgia in 1980, and Mississippi in 1992. Each state continues to operate as a cohesive organization within the district.

In 1940, Brother J.T. Brooks began a tenure as District Representative that would last 27 years — the longest continuous service of any District Representative in the entire Fraternity. Mississippi joined the Seventh District in 1941, completing the four-state footprint we know today. In 1958, Brother Brooks appointed Brother W.A. McMillan as State Supervisor of Chapters for Florida, a role that soon expanded to cover the entire district. In 1963, Brooks renamed the role to "State Representative" and named McMillan the very first. Brothers Samuel Sheffy (Alabama), Robert Church (Georgia), and Charles Johnson (Mississippi) followed as state reps.

Grand Basilei from the Seventh

Five of the Fraternity's 41 Grand Basilei have been Seventh District men — a leadership legacy unmatched at the national level.

Firsts, innovations, and lasting contributions

The Seventh District has given the Fraternity many of its enduring institutions. Brothers from the district originated the Leadership Conference, the Inspector General model, data-based mechanization for membership, modernized registration with photo identification, the first formal state organizations, and the shift from paper reports to digital software.

Following Supreme Council approval in 1924, the Lampados Club at Psi Chapter, Morehouse College, became one of the first official pledge clubs of the Fraternity in 1925.

Seventh District brothers have made marks far beyond the Fraternity. Fred D. Gray served as counsel in cases stemming from the Montgomery Bus Boycott and the Tuskegee Syphilis Study. Oscar W. Adams, Jr. became the first African American to serve on any Alabama appellate court and the first elected to a statewide constitutional office in Alabama. Dr. Benjamin E. Mays served as president of Morehouse College for 27 years, shaping generations of leaders. J.B. Carter became the first African American to join the Mississippi Jaycees. Badrae L. Hannah was the first African American initiated into Phi Beta Mu's Delta Chapter and later served as president of the Mississippi Bandmasters Association. Dorsey C. Miller, the 35th Grand Basileus, continues to advise Seventh District leadership to this day.

A Legacy of Leadership

The Seventh District's Impact on International Headquarters

Of the more than 100 years of leadership within Omega Psi Phi Fraternity, Inc., the Seventh District has produced and helped develop an extraordinary number of Executive Directors who have served our beloved Fraternity at the highest administrative level.

The Seventh District has long been recognized as a proving ground for leadership, innovation and organizational excellence. Through its commitment to developing capable Brothers, the District has contributed significantly to the strength and stability of International Headquarters.

  • Bro. George Smith 7th District Initiated
  • Bro. Richard Smith 7th District Initiated
  • Bro. S. Earl Wilson
  • Bro. Alonza Bennett
  • Bro. Dr. Willie Wright 7th District Initiated

This remarkable legacy speaks not only to the quality of leadership cultivated within the Seventh District, but also to the confidence the Fraternity has repeatedly placed in Brothers from Alabama, Florida, Georgia and Mississippi to help guide its daily operations and long-term vision.

While the Seventh District takes pride in this accomplishment, it serves as more than a historical footnote — it is a reminder of our responsibility. The same District that helped produce these distinguished leaders must continue to identify, mentor, develop and prepare the next generation of Brothers who will one day answer the call to serve Omega at the highest levels.

Leadership is not accidental. It is cultivated through mentorship, service, sacrifice and a commitment to excellence.

The Seventh District's legacy is not simply found in the offices held by its Brothers, but in the enduring impact those Brothers have made on Omega Psi Phi Fraternity, Inc. As we look toward the future, we honor those who have served before us and recommit ourselves to ensuring that the Seventh District remains a beacon of leadership throughout our great Fraternity.

The Seventh District has never merely participated in Omega history — we have helped shape it.

FAQ

Frequently Asked.

Is on-site registration available?

No. There is no on-site registration for the 89th Seventh District Meeting. All registrations must be submitted and paid in full online by the late registration deadline (March 13, 2026). Brothers who arrive at the host hotel without a completed online registration and confirmed payment will not be admitted to business sessions or ticketed events.

How does payment work?

When you press Submit & Continue to Payment, you are routed directly to the secure payment portal to complete your transaction. Press the submit button only once — pressing it multiple times can create a duplicate registration and a duplicate charge. Your registration is not finalized until payment is received and you receive an emailed confirmation.

What is a Control Number and where do I find it?

Your Control Number is the unique identifier issued by International Headquarters (IHQ) through the Fraternity's member portal. It verifies your financial standing with the Grand and 7th District. If you don't know yours, contact your chapter Keeper of Records and Seal (KRS) or your chapter Basileus before you register.

Who can register?

All financial brothers of Omega Psi Phi Fraternity, Inc. — both graduate and undergraduate — are welcome. Brothers from outside the 7th District may also register and attend. A valid Control Number is required at registration.

What if I miss the late registration deadline?

After March 13, 2026 the registration portal closes. Because there is no on-site registration, brothers who miss the deadline will not be able to register for the 89th Seventh District Meeting. Please plan ahead and register early.

Can I bring a guest to the banquet?

Yes. Spouse and family banquet tickets can be added during checkout in the payment portal. All guest tickets must also be purchased online before the late registration deadline — no on-site banquet ticket sales.

What is the refund policy?

Full refunds (less a processing fee) are available up to 30 days before the meeting. Partial refunds may be available within 30 days at the District's discretion. No refunds within 7 days of the event. Refund requests are submitted in writing to the District Office.

I was charged twice — what should I do?

Duplicate charges most often happen when the submit button is pressed more than once. If you notice two charges on your statement, email the District Office immediately at info@oppf7d.org with your Control Number and the date of the transaction(s). Duplicate registration fees will be reversed.

Where do I find the final program?

The final printable program will be emailed to all registered attendees approximately two weeks before the meeting and made available at the registered-attendee credentials desk on Day One.

Who do I contact with questions?

Email the District Office at info@oppf7d.org or use the contact form. Your state representative or chapter Basileus can also assist.

Pillar 01 · Signature program

Prostate Cancer Awareness.

Prostate cancer is the most commonly diagnosed cancer in Black men, who are diagnosed at younger ages and at later stages than any other group. Omega Psi Phi has carried prostate cancer awareness as a mandated international program for over thirty years — the Mighty Seventh District runs the program year-round, with peak activity each September during Prostate Cancer Awareness Month.

Brotherhood of the work

Chapter Health Chairs across AL, FL, GA, and MS partner with local urology practices, HBCU teaching hospitals, and community clinics to host free PSA screening drives each fall. The District’s Health & Wellness Chair coordinates state-level rollups, tracks year-over-year screening numbers, and reports outcomes to the District Council and Grand Chapter.

How to participate: Chapter Basilei should contact the H&W Chair by July 1 each year to register their September drive; the Chair publishes the consolidated screening calendar on the Events tab.

Pillar 02

Mental Health Awareness.

Black men are half as likely as white men to receive treatment for mental health conditions, and four times more likely to die by suicide. The Mighty Seventh District treats mental health as a brotherhood issue first — checking on each other, normalizing professional help, and connecting Brothers and the communities we serve to qualified, culturally-competent care.

The District’s Mental Health programming runs on three tracks: brotherhood conversations built into District Meetings and chapter meetings, professional referral networks of Black-male-affirming therapists in each state, and community programming centered on May (Mental Health Awareness Month) and around the Memorial Day Tournament.

In crisis? Call or text 988 — the Suicide & Crisis Lifeline. For non-crisis support, contact the District H&W Chair for a confidential referral to a culturally-competent provider in your area.

Pillar 03

Diabetes Awareness.

Black adults are 60% more likely than white adults to be diagnosed with diabetes — and twice as likely to die from it. The District treats diabetes as a frontline community-health issue across AL, FL, GA, and MS, where the rates run highest in the country.

Chapter-level Health Chairs partner with American Diabetes Association affiliates and HBCU nutrition programs to host annual A1C screening events, distribute diabetic-friendly meal guides at community service events, and place ADA-approved literature in chapter homecoming and Achievement Week materials.

November is the District’s peak Diabetes Awareness month, aligned with the national observance — chapters submit their event plans to the H&W Chair each September.

Pillar 04

Heart Health.

Heart disease is the leading cause of death for Black men in the United States. The District’s Heart Health pillar focuses on the modifiable risk factors — blood pressure, cholesterol, weight, smoking, stress — that drive the disparity.

Chapter Health Chairs partner with American Heart Association local affiliates and community health centers to host free blood-pressure screening drives, particularly around American Heart Month (February) and on observance dates aligned with the AHA’s Go Red and Wear Red campaigns.

The District is exploring a formal alliance with the American Heart Association Southeast affiliate to deepen this work — status will be reported at the next District Meeting.

Pillar 05

Partner Health Programs.

The District does not work alone. Mission Partners run health initiatives the District resources with brother-hours, chapter outreach, and event presence — multiplying the impact of both organizations.

St. Jude Children’s Research Hospital — the District’s flagship pediatric oncology partner. Brothers participate in the St. Jude Walk/Run each fall and the District raises funds through chapter-level events year-round.

Black Health Matters — the District’s mission partner on community health equity. The District co-promotes BHM’s Health Summit appearances in each state and aligns chapter outreach with BHM’s campaign calendar.

HBCU Public Health Programs — chapters partner with Howard, Morehouse School of Medicine, Tuskegee, Florida A&M, and Jackson State on student-led screening drives and health-equity research support.
